CHICAGO, IL — A Chicago doctor found guilty on Thursday, Nov. 29, of fraudulently billing insurance companies for treatments that were never performed. A release from the Department of Justice Dr. Paul Madison, an anesthesiologist and pain management specialist, submitted false bills between 2005 and 2009.

Madison formerly owned Watertower SurgiCenter LLC, an outpatient surgical center on North Michigan Avenue in Chicago. It was there that he had his billing staff submit the false bills for chiropractic work to insurance companies.

As a part of the scheme, the Department of Justice says, Madison and others falsified patient records in order to match the medical care for which they billed insurance companies.

In at least two fraudulent bills, Madison included personal information about patients without their knowledge.

In total, Madison was convicted of 11 counts: six of health care fraud (up to 10 years each), three of making false statements in connection with the delivery of health care services (up to five years each) and two of aggravated identity theft (mandatory two years each).

Madison will be sentenced on March 25, 2019, by U.S. District Judge Robert M. Dow, Jr.
